Even so, Google says “the client account still owns its data” and can remove the agency by unlinking. That only helps if you have your own Admin login. Simplest: create the account yourself and invite the agency in.
Admin is the highest of Google’s five access levels, and it can add users and unlink managers. Keep the account in your business’s name, and note that Google’s third-party policy says agencies must give you your Customer ID when asked.
2. Tracking is fixed before a pound is spent
Clicks are not customers. Before spend starts, the agency should agree what counts as a conversion (a form, call, booking or sale) and prove each one fires.
